Mauricio Kuri González, governor of the central Mexican state of Querétaro and a member of the Christian-democratic right-wing National Action Party, or PAN, has vetoed legislation passed by the state Congress that would have permitted adults to alter their legal gender on official documents through a simplified administrative procedure based on self-perception, without medical or judicial requirements.
The bill, promoted by the ruling left-wing Morena party, led by President Claudia Sheinbaum, and approved on April 30 by a vote of 14 to 11, defined gender identity as an individual’s internal experience that may or may not correspond to biological sex recorded at birth. It explicitly stated that no proof of surgery, hormones, therapy or diagnosis would be needed. Although the text limited the process to those of legal age, Governor Kuri warned that its ambiguities risked opening the door to challenges affecting minors.
